“Liu Three-Mores” Cracks 60 Drug-Smuggling Cases for 10 Years by Following His Will

As an ordinary officer at passenger-control site of Baiyun Airport Customs House( affiliated to Guangzhou Customs District), Liu Yisheng has been working there for 10 years. He is nicknamed Liu Three-Mores by his colleagues owing to his Three-Mores Working Method: More Observation, More Hands-on Practice and More Thinking. In the past 10 years, he has totally broken 62 drug-smuggling cases at passenger-control post, seized 29.56 kilograms (net weight) of heroin, cocaine, marijuana and other drugs, and received 2 individual second-class merits and 6 individual third-class merits successively. When talking about his journey in passenger control, Liu simply said, following my will can get me to my goal.

 

His will enables him to keep drugs out of the country.

 

Drugs are so dangerous, and drug dealers are so bad. After hearing about the important function of drug inspection in passenger control during orientation 10 years ago, Liu Yisheng was determined to keep drugs out of the country by all means.

 

When checking the images of inbound luggage through X-ray machine on September 4, 2011, Liu noticed a suspicious luggage. He took the owner of the luggage to the inspection counter, and found he carried a lot of lip glosses. They are of bad quality, I took them for refund! The explanation of the foreign passenger sounds reasonable, and those lip glosses looked alight. However, based on his judgment on the X-ray image, Liu resolutely took off the caps of those lip glosses. Some pellets fell out, which were proved to be heroin after test. 7,135g heroin were smuggled in 1,117 lip glosses! This is the first time for the Customs nationwide to detect drugs smuggled in such item.

 

Judgment on X-ray images, observation of small expressions and passport inspection are some of our basic skills, which require more observation, more hands-on practice and more thinking, Liu said.

 

 Liu has been always practicing those skills in the past 10 years and become Liu Three-Mores that his colleagues refer to.

 

His will enables him to always keep in mind his responsibilities.

 

According to Zhou Shun, a young officer who received one-on-one guidance from Liu, for passenger control, you will face a great number of passengers on a daily basis, and continuous talk will make you thirsty. However, you will never see master Liu feeling tired, and he will let you know all he knows if there is a question. Under Lius guidance, Zhou detected 4 drug-smuggling cases and received 2 individual third-class merits within a year after working for passenger control.

 

From an ordinary officer to inspection-team leader and then Deputy Section Chief, the promotions increased his sense of responsibilities, my personal achievement is nothing compared with the achievement of our team, Liu never hesitates to share his experiences. He has been sharing his experiences and feelings about drug inspection with his colleagues by means of debriefings. He always says two things to his colleagues: method” – inspection skills and work procedures, as well as mind” – sense of responsibility to the country. He said: we will certainly make breakthroughs with our mind and method both in place.

 

Breakthroughs came one after another.

 

On December 28, 2014, Liu and his colleagues found a foreigner gang suspected of outbound ice-drug smuggling. Then they conducted well-organized inspections, evidence collections, tests, records, photography and other actions. Finally they seized 32.72kg ice drugs and captured the smuggling gang in one action.

 

On April 19, 2015, Liu and his colleagues cracked an inbound drug-smuggling case conducted by foreigner mules who took the drugs inside their bodies, with 6 suspects caught on spot.

 

Since July 2014, Liu Yishengs inspection team has cracked 12 drug-smuggling cases with 27.7kg different drugs.
