Shanghai Customs Innovates to Help “C919” Big Plane Take Off

Through 7 years of research and development, the first of China-made big-scale passenger plane C919was delivered on November 2 from the assembly line of Shanghai Commercial Aircraft Corporation of China, Ltd.(COMAC). To help the delivery, Shanghai Customs District innovated in its control model to facilitate COMACs import and export logistics by solving difficulties in processing trade control, cross-regional cargo control, etc.

 

Chinas projects of regional jets and big passenger planes are mostly undertaken by COMAC and Xian Aircraft Industry Company, Shenyang Aircraft Industry Company, and Chengdu Aircraft Industry Company. Many tax-relieved materials thereof need to be confirmed by Shanghai Customs for their transfer to different regions. Therefore, through innovations in control, the Customs adopts full registration, appropriate spot check mode for follow-up management of the tax-relieved materials. Based on complete databases, the Customs can timely update the data of outbound and inbound device status, along with annual spot checks, to improve Customs service for the development of big-plane project.

 

Regarding the requirement for on-demand provision of raw materials, Shanghai Customs has extended its innovative measures as Separate Entries/Exits, Centralized Declaration for Pilot Free Trade Zone to the bonded warehouse for the big-plane project, to ensure that the aircraft makers can, in case of need, get raw materials from the warehouse and make centralized declarations later for the sake of uninterrupted manufacturing process. Up to September, the Customs had cleared 686 declarations for materials takeout from the warehouse, totally worth USD74.5 Million.
