During the anti-epidemic period, Urumqi Customs is doing its best to fast clear import anti-epidemic supplies with tax relief. By March 31, the Customs has issued 72 “Tax Exemption Certificates” for such imported supplies, making the tax relief over 6 million yuan for local enterprises and organizations including Xinjiang Red Cross Society. The imported supplies included face masks, safety goggles and protective suits, worth more than 7.19 million US dollars in total.
At the earliest time, Urumqi Customs provided the guideline on the scope of the duty-free materials and tax-relief formalities. According to relevant regulations, domestic processing-trade enterprises, government agencies, social organizations, individuals, foreign citizens and external donators are exempt from import duty, value-added tax and consumption tax on their imports of the anti-epidemic supplies from abroad or customs special control areas for the purpose of domestic donation.
Urumqi Customs has opened a green lane for the import supplies with tax relief. By means of advance registered release before relevant formalities, the Customs can issue the Tax Exemption Certificate upon arrival of the supplies. Meanwhile, by using the international trade “Single Window” platform for paperless declaration, online audit and feedback, the Customs can facilitate the tax-relief formalities without physical contact with the applicants.
