“A combination between small commodities and cross-border e-commerce will certainly become popular. I have more confidence in future development of small-commodity export because the Customs is continuously taking measures to facilitate the clearance,” said Lai Wanxing, General Manager of Yiwu Pan Duo E-Commerce Co., Ltd, who was confident with the prospect of small-commodities cross-border e-commerce.
According to the customs statistics, since the launch of Yiwu cross-border e-commerce on December 24, 2014, small-commodities export volume has been rapidly upward month-on-month, with daily export volume increased from initial 2,000 consignments to current 50,000 ones. Up to October 22, the Customs has released more than 10 million parcels of outbound small commodities on cross-border e-commerce.
With fast-growing export volume, the export markets are quickly expanding. Yin Ben, Mail Control Section Chief, Yiwu Customs House (affiliated to Hangzhou Customs District) indicated that, at the beginning, such kind of export was only outbound to a few countries like the USA,BritainandFrance, but now has been expanded to 127 countries and regions.
Facing this strong growth momentum, Hangzhou Customs takes advantage of technology to improve efficiency, speeding up clearance on the precondition of risk control. Due to commodities diversity and small sales per order, the Customs has implemented the control mode of “Release by List, Declaration in Summary” so that e-commerce enterprises only need to submit their export lists in summary every month, formalities fewer and efficiency higher.
Besides optimization in clearance mode, Hangzhou Customs, along withZhejiangElectronicPort, made technical upgrade in clearance service platform, including increase of scanners to onsite mail-control points to increase daily clearance capacity. “Through system upgrading, officers can finish commodity-list comparison and decide whether to issue inspection order just within 6 seconds. In the past, we could release 2,000 consignments per hour by list, but now the number has increased to 10,000 consignments,” said Yin Ben.
At present, Yiwu Cross-Border E-Commerce Control Center has the capacity to clear 100,000 consignments a day, basically meeting the clearance requirements on small commodities export for now and for near future.
