Minister Yu Guangzhou Meets Undersecretary of State and Chief of the Customs Service of Ministry of Finance of Poland

On June 21, Minister Yu Guangzhou co-chaired a bilateral meeting with Mr. Marian , Undersecretary of State and Chief of the Customs Service of Ministry of Finance of Poland in Warsaw, Poland.

 

Both parties reviewed the economic development and business cooperation of the two countries, reviewed progress of customs cooperation and agreed that both Customs administrations should play a greater role in linking China's Belt and Road Initiative and Poland's Amber Road Initiative to boost China-Poland and China-Europe international trade, and provide quality service to the business community.

 

Both sides also reached consensus on the enhancement of customs cooperation between China and Poland. Firstly, both parties should enhance cooperation under the Belt and Road Framework for the mutual recognition of controls, mutual assistance in enforcement and mutual exchange of information. Secondly, cooperation should be institutionalized by making action plans to implement the Memorandum of Understanding in Facilitating Customs Clearance between the General Administration of Customs of the Peoples Republic of China and the Customs Service of the Republic of Poland. Thirdly, customs clearance facilitation on China Railway Express should be deepened by enhancing border coordination, gradually expanding simplified formalities to countries along the Belt and Road, and increasing efficiency. Fourthly, both parties should deepen China-Europe AEO mutual recognition with expansion of the number of AEO enterprises, facilitation measures and influence of the cooperation. Fifthly, the Secure and Smart Trade Lane Pilot Project between China and Europe should be widened by accepting more participants from Central and Eastern Europe. Sixthly, cooperation on customs enforcement should be strengthened through mutual administrative assistance, joint enforcement operations and Intellectual Property Right protection. Seventhly, collaboration in capacity building and technology application should be enhanced through experience-sharing on Single Window, paperless declaration, the use of container scanners, customs innovation, and the reduction of administrative costs. Eighthly, both parties should work for closer coordination within multilateral frameworks, such as WCO and Asia Europe Meeting (ASEM).
