Dear Director General,
I would take this opportunity to sincerely thank you for your support for my candidature for Director of Compliance and Facilitation Directorate of the WCO.
You may have received my campaign brochure and read about my vision and commitment. As Director General of International Cooperation Department of China Customs, I have worked for nearly 30 years in Customs, including 5 years from 1996 to 2000 as Customs counselor in Brussels. I have witnessed and experienced the whole process of China’s reform and opening-up to the outside world as well as the development of China Customs. In the past 10 years I have personally involved in bilateral and multilateral matters and led most of China Customs international cooperation initiatives, which enables me in a good position to understand the missions, key issues and imperatives of the WCO and the actual needs, problems and even difficulties of different Members, particularly those of developing countries in their development and modernization drive.
The WCO has a proud history in leading its Members to cope with global challenges. It should and can play a even more important and leading role under present radically changing international context in helping and supporting its Members to better fulfill their missions in protecting national revenue and social development and ensuring supply chain security and facilitation. To achieve this goal, I think the Directorate of Compliance and Facilitation of the WCO should make itself a key part of the process by delivering strategic plans and organize key activities for the Members, developing tools and instruments that help the Members to achieve the balance between security and facilitation, and promoting active cooperation and information sharing among Members. More importantly, different country has different profiles, its own concerns and problems require different or appropriate solutions. In this sense, there is no best and one-size-fits-all model. Therefore, the key work for the Compliance and Facilitation Directorate is to listen to the Members, identify their diversified needs, bring together different minds and ideas, and deliver tailor-made guidelines, tools, and recommendations for the Members.
