On July 1, Dalian Customs District officially launched its E-Seal System for Administrative License, finishing the final step for online administrative license.

Through the E-Seal System, electronic seals of the Customs can be stamped onto online licensing documents, enhancing the work efficiency by more than 50% in comparison with offline paper sealing. Thus, without having to visit customs sites, business applicants can download the e-sealed documents for printing and use, and also online feed back or comment on the customs work, saving a lot of operational cost and time.

For the first month of the System application, Dalian Customs-issued licensing documents totaled 418 pieces, an increase of 30% year-on-year.

In recent years, Dalian Customs has been innovating in customs services on the basis of internet, continuously improving the business climate. Specifically, the Customs has reduced former 166 pieces of certifying materials to 24 pieces and has put 42 supervision matters into the “internet + supervision” platform. Till now, all of its 12 administrative licenses can be obtained online for the entire process, thereby relieving enterprises from many offline troubles.
